POSITION DESCRIPTION:
The Santee Lynches Regional Council of Governments seeks an individual to fill the role of Regional Economic Recovery Coordinator. The Coordinator will manage the COG’s overall recovery and resilience response to the COVID-19 pandemic for the Santee Lynches region, including overseeing studies of industry preparedness and broadband service expansion. The Coordinator will operate on many fronts and carry out a range of activities with the goal of achieving a resilient and sustainable regional economy and community. This is a full-time 2-year grant-funded position with benefits.
OVERVIEW:
We are seeking a highly motivated self-starter to perform contract work alongside our high-performing Regional Planning Team. We desire someone who is a skilled communicator, very organized, thinks on their feet, is an active problem solver, and very adept at creative collaborative relationships. This position will play a critical role in developing a sustainable way forward for our four-county region of Clarendon, Kershaw, Lee, and Sumter Counties.

JOB SUMMARY:
Manage the COG’s overall recovery and resilience response to the COVID-19 pandemic for the Santee Lynches region, including overseeing studies of industry preparedness and broadband service expansion.
Job Functions Include:
- Prioritizing recovery efforts, technical assistance, and capacity building to those communities most heavily impacted by the coronavirus
- Liaising with local, state, and federal partners and assisting in local, state, and federally led coronavirus recovery efforts
- Developing partnerships with private and non-profit entities in the region for economic recovery and resiliency efforts
- Leading the development and implementation of strategic recovery and resilience plans and studies, including a study of broadband internet expansion and a study of pandemic adaptation among industry clusters
- Identifying and implementing resiliency, mitigation, and economic recovery projects
- Disseminating information on funding opportunities to local entities
- Compiling and reporting project results and outcomes
- Developing sector strategies to help business recruit and maintain workforce
- Responsible for compiling and completing community/regional surveys and compiling regional data that benefit the SLCOG member communities.
- Identify private and non-profit partnership opportunities
- Create and present plans for pandemic adaption strategies that address re-tooling practices and current industry gaps
Essential Skills:
Strong written and verbal communication skills, strong facilitation skills, ability to analyze and synthesize relevant data and information, ability to work in non-routine situations and with minimal supervision, knowledge of planning and economic development principles and practices
MINIMUM REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor’s degree in urban or city planning, public administration, economic development, or a related field from an accredited university or college.
- A minimum of (2) years of relevant experience.
The following standards express the minimum background of training and experience to show evidence of an applicant's ability to qualify for this position. Other training or experience, if evaluated as equivalent, may qualify the applicant for the position.
DESIRED TRAINING AND EXPERIENCE:
- Master’s degree in planning, public administration, economic development, or similar field from an accredited university or college.
- One year of progressive experience with broadband implementation and infrastructure plans.
- Knowledge of available data tools required in gathering industry sector information (BLS, BEA, JobsEQ, ESRI business, etc.).
